I bought (but have not yet mounted) a set of 700x23 wheels for an old road bike. What can I expect from the change in size?

I am also riding (on a newer bike) a pair of 700x25. Will I see / feel a difference between the 23 and 25?

Not sure if it is open now, but I got some stair practice in this morning and figured teh knowledge was worth sharing.

We're go unless it starts raining between now and 6am.

Hi -- I've encountered a hand signal from two different riders during recent solo rides, and I'm not sure what they were signaling (I'm new to regular road riding) -- I was wondering if anyone could help me out with its meaning.  After allowing each of these riders to pass me (one in Central Park, the other on 9W), they put their right hand out behind them, palm up, and gave a little wave with their fingers.  Were they thanking me for allowing them to pass?  Inviting me to fall in behind them?  Something less friendly?  (I hope not -- they waved all of their fingers, not just one!)  Any guidance would be much appreciated -- thanks!
