where is it?

I want to change the stem bolts on my handlebar clamp.  They are very old, rusted, I assume from salt and sweat. (I try to put in a good effort).  How tight should I make them?  I have a Newton meter/Nm torque wrench. The stem is a very old Ritchey Pro, probably aluminum, as is the handlebar?  The link below suggests 11.3 - 13.6 Nm.  Opinions?

I insure my coop with Allstate. They refuse to cover my bikes (4 bikes, avg cost 5k) for more than 1k per bike. Please share if you have an insurer that covers bikes as a scheduled item.
