Tire and tube size for 18-23c rim

I have received the replacement wheelset for my errand bike. Very nice for the price, but the rim is marked 18-23cm. (I thought it was 25c.)

Clearly, I won't be able to use the 28c Schwalbe tire that I bought. I tried.

So I'm going to mount the previous 25c tires on these wheels. Any reason not to do so? They fit.

Which tube would be better for the 25s-- an 18-23c or a 25-35c?

Can this tire be saved?

My Schwalbe Marathon tire was the victim of vandalim - a slasher (SE corner of 108th and Bway: beware). It otherwise should have a few thousand more miles before being retired. Can I save the tire? There's a slash of a few inches that does not go through the casing and a cut of a bit more than an inch that goes through the sidewall. There may be one more small cut through the tire that I haven't found yet (it exists in the tube).

as of June 2, the New York Cycle Club's  "2015 revenue declined $13,000 from 2014."  

- Assuming $30 per member, Club membership declined by about 433 from 2014 to 2015.    

- Assuming an estimated membership base of 2,000, the Club has lost at least 20% of membership in the past year?  And membership levels are below 1,600??

Am i wrong?

Marathon Route Ride

Anyone know whether there will be a ride along the NYC Marathon route this year? I did it many years ago and I'm not sure who led it. Thanks

BarMitts, a longtime NYCC supporter, has generously donated a dozen sets for our October 13 Monthly Meeting on winter cycling.  Sets to be raffled off to members after the presentation.

Best ride of the year

I know we have three months left of 2015 but with Spring and Summer new past it's got me thinking, what are the best rides I've done this year. For me thee are three contenders, the Peekamooose loop around New Paltz, Climbing out of Sa Colabra in Mallorca and heading North to Poughkeepsie over Storm King Highway(NYCC ride led by Norbert). All were new routes that were newly discovered this year and enjoyed for the first time. What about you?
