Route from Manhattan/Central Park to Poughkeepsie

Is there a route from Manhattan to Poughkeepsie where one might safely ride?

I'm gaga over my helmet cover
Just back from riding in this on and off light rain. It wasn't heavy enough to have to wear something waterproof on top as the rain never soaked the fabric and body heat from the effort could escape without perspiring.
My wife had bought me a helmet cover years ago, which I never wore. I threw it into the backpack seeing the questionable forecast. Come the rain, I put the eyeglasses in the pack (I was on greenways) and put the helmet cover on. No dripping of water in the face. My head stayed warm with just a light headband. There were puddles. In Van Cortlandt Park wet leaves coated the bike on the Old Put. It was wet for sure.

WHAT: Start from Upper East Side, then we loop up towards White Plains and then into Port Chester for Brazilian BBQ (37 miles). Then riders can either take Metro North back to the city or cycle back to a subway in the Bronx (55 miles).

So the MNRR bike page says:
On the Friday after Thanksgiving and the week between Christmas and New Year's Day, bicycles will not be permitted on trains scheduled to arrive in Grand Central Terminal between 5:00 AM and 12 Noon, 4:00 PM and 8:00 PM, and connecting trains.

Just today, close call on the GW Bridge
Returning from the NJ side, as I came around the NJ abutment to the mid span I had to stop and put my foot down to avoid hitting a cyclist coming the other way. By all appearances he was an experienced cyclist.
I looked into each mirror for oncoming traffic. I scanned ahead as I rounded the turn. But the cyclist was obscured by infrastructure. It was as if he came out of nowhere. My guess is that he didn't see me either because neither of us had room to pass the other.
Shoe Covers Or a Winter Shoe/Boot
Does anyone have suggestions for either a good shoe cover for winter riding or a winter shoe/boot? The Shimano S3000R Overshoes have good reviews. Thanks.
