How many of those bikes wouldn't be stolen?

I suppose that bike theft is less of a problem here than in Paris?

http://news.bbc.co.uk/2/hi/europe/7881079.stm

"A popular bicycle rental scheme in Paris that has transformed travel in the city has run into problems just 18 months after its successful launch. Over half the original fleet of 15,000 specially made bicycles have disappeared, presumed stolen."

More nuanced view ...

You might though also have a look at www.streetsblog.org/2009/02/12/reports-of-velibs-demise-greatly-exaggerated/ for a slightly different take at that report and their numbers. Given that 2 years later Velib is still around (and various new bike shares have popped up in numerous places and have been quite a success, at least if sized large enough), it cannot really be thaaaat bad?

I for one would be excited to see a successful bike share program in NYC ...
