I suppose that bike theft is less of a problem here than in Paris?

You might though also have a look at www.streetsblog.org/2009/02/12/reports-of-velibs-demise-greatly-exaggerated/ for a slightly different take at that report and their numbers. Given that 2 years later Velib is still around (and various new bike shares have popped up in numerous places and have been quite a success, at least if sized large enough), it cannot really be thaaaat bad?
I for one would be excited to see a successful bike share program in NYC ...
