I hope to visit Hawaii, Australia, and New Zealand in January and February and am interested in cycling tours, camps, and/or towns that may provide a good cycling base. I am primarily interested in challenging road cycling but may also consider trips that include other activities. I am not looking for luxury accommodations and I am not interested in high-end tour operators such as Backroads. I would welcome any suggestions or guidance. Thank you.

Sounds great Mark. I was looking into cycling in New Zealand and this company seemed like a good bet. They are based in New Zealand and also do bike tours of Australia. No personal experience with them though. Enjoy your trip!
Pedaltours is a good company and not as expensive as some. ExperiencePlus used to partner with them for New Zealand tours and I did one in 2003. Challenging and well-run.
Hawaii--Many cos hi & Mid $$$--Backroads, Bicycle Adventures, etc on Big Island--best biking in Hawaii is on back side of Maui $$$$ (NOT tourist/hotel side) One guy(Donnie?) runs repertoire of fantastic tours--up volcano, Hana Hwy, etc. like NYCC day rides, great guide and excellent bikes available. Australia & NZ EXCELLENT BIKING in both--see Lonely Planet" Cycling in Australia" Pedaltours NZ --no frills but good cycling in NZ & Australia. I did Tasmania with them.
Plethora of US cos have magnificent NZ South Isl bike tours at mid & hi end$$$.. Best Australia cycling in Tas, W. Austr, New South Wales, Victoria, around Canberra. Cycling is a relatively more important sport in Australia than in US. I took 3 separate trips to Austr & have cycled in all of its states & terrs. I took 2 cycling trips to NZ.
For something a little more exotic if u have time, New Caledonia for a few days to a week. (I can send u article about my exploits there)

I forgot to mention the 2009 Trek Travel tour we took down there--excellent Barossa Valley Wine Region, Adelaide, Kangaroo Island. Only downside were the temps--up to 109 F some days.
