Henry Hudson Drive is typically closed from mid-November through mid-April. When conditions permit, the roadways to Englewood and Alpine Boat Basin are kept open during that period, but the Drive from Alpine to Englewood and from Englewood to the southern park entrance in Fort Lee remain closed.

They post openings and closings on this page:

It may be possible to ride on the road anyway. Anybody know? The gate at the Englewood side was closed the other day, but one could climb over it easily.

yes

"I ride it through the winter, weather allowing. There is debris on the road, so you have to be a bit more careful, and you have to go around the gates. But, it's as beautiful as always. Last year there were some instances of ticketing because of a large rock slide that happened on the Alpine Hill and police being more aggressive toward riders. But, these were all thrown out, as far as I recall. Under normal conditions, Jim Hall, superintendent at the Palisades office wrote this last January:

""As far as the park drive, only the upper portion of this hill near exit one is closed to bikes and subject to tickets.""

That is the hill up from the Englewood basin to Palisades Ave. So, we should be fine riding this winter--just look out for rock slides!

That is why I call it the Forbidden Hill on the hill climb grades."

Quote from NJP website

Henry Hudson Drive is open to cars and bicycles daylight hours (conditions permitting) from the first Saturday in April to the last Sunday in October. Due to rock slides, tree falls, and other emergency situations, the Drive may need to be temporarily closed. At such times—as well as during its winter closure—the Drive is closed to all vehicles, including bicycles.

When a barrier has been put in place by the Park on any of its roadways, the roadway beyond that barrier is to be considered closed for all use; those going beyond such a barrier are subject to prosecution.

River Road is open to cyclists in the winter

Despite the website's unambiguous language that River Road is closed to cyclists during the winter (http://www.njpalisades.org/henry.htm#Henry), the policy, according to James Hall, the superintendent, is that, barring dangerous conditions, River Road, excluding Dykman Hill, may be used by cyclists in the winter.

In an email exchange I had with him, he said he will look into fixing the language on the website (so if you get pulled over by the police, you'll have more to point to than a NYCC msg board post!).
