I need to raise my handlebars about 7cm but there isn't enough of the steerer tube left to do it correctly.
Has anyone out there had any experience with steerer extenders?
Or do I just have to bite the bullet and buy a new fork.

Stem Rise
What is the angle rise of your stem? If you have a threadless setup, then get a stem with a steeper rise angle.
For 7cm - 20 to 40 degrees more of rise than your current setup should do it (you might even be able to just flip your current stem upside down). If none of this applies, or you've already got a steep rise on your existing stem...then extend as the others suggest.

A steerer extender should work fine.
