"My condo board is willing to pay for a new stationary bike for our building's Gym. Does anyone have any suggestions for other, more economical choices than The ""Lemond Revmaster"" or the ""Kettler Racer"" . These are optimal choices, however they are usually north of $1000.00 (certainly cheaper if used)

Any suggestions appreciated."

"No experience with such such product, but Giant makes one that can be had just shy of the $1,000 mark."

Cyclops

The absolute best stationary bicycle is the Cyclops Pro 300 PT. Pricey at $1600, bit for the extra money you do get a a built-in Powertap hub.
