does anyone know of under $600 track frames that takes 650c wheels AND are drilled for brakes? want to build a single speed/fixed flip flop, am small and like a short top tube AND want an unflashy bike to use as commuter too. any ideas? and what do people think of debernardi track thron frames?

trying to find something like this. You might have to go custom or find a 650c wheel sized road frame and put a fixed/ss bike together yourself. The latter would be the easiest way to go. DeBernardi track frames are fine.
Try www.irocycles.com - they don't show a 650c frame on the website but I bet they'd build you one.

Iro won't build a 650c frame. IRO frames are made at Maxway in Taiwan. The fuji sounds like a good idea though.

43cm Fuji Track SE bike uses 650c (571mm wheels).
Available at Harris Cyclery (linked) or your LBS can order it. Harris sells it for $500 as-is. $600 w/ lever and front brake caliper and custom gearing. This bike is pretty common, so finding one shouldn't be a challenge.
