I always use my winter cycling gear for cross country skiing. Just don't wear shorts with padding underneath your winter pants. The fact that you can interchange all of your winter biking gear for xc skiing helps make it the perfect winter sport for cylist. You can also use winter cycling gloves, winter socks, liners, shirts, sleeves etc.

a pair of wind pants made for xc skiing with zippers long enough to vent work great over tights if to chilly
