What are those small yellow cylinders hanging off the right side of rear wheels?

Just a guess
Are they timing chips like they use in Marathons? I know for the NYC marathon, the runners tied a chip to their shoes that gave them their split times and their final time.

It's a transponder
I believe that is what it is called. Used for timing.
