Bicycle and Pedestrian Improvements on Port Authority Bridges,

a presentation by Bob Durando and Jay Shufield, sponsored by Clif Bar

The George Washington Bridge (GWB) will reach its 86th anniversary this October. Each year, the bridge supports about 100 million motor vehicle trips, plus another 245,000 pedestrian trips and 400,000 bicycle trips. The “Restoring the George construction program” is a $1.9 billion state of good repair investment to maintain the bridge’s safety and structural integrity for its next century of life, and includes significant improvements in the bicycle and pedestrian facilities. Additionally, the Port Authority is replacing the Goethals Bridge and significantly rebuilding the Bayonne Bridge, providing new and bicycle and pedestrian connections between Staten Island and New Jersey.


Jay Shuffield


Jay Shuffield is the Supervisor of Transportation Planning and Analysis in the Port Authority’s Tunnels, Bridges & Terminals Department.  Over the past decade and a half at the Port Authority, he has worked with every mode of transportation from Neo-Panamax container ships and New Large Aircraft to bicycles and pedestrians.  He collaborated on the development of the agency’s bicycle policy, the 2010 Bicycle Master Plan, and its 2017 update.  Jay graduated from the University of Chicago with a BA in Public Policy Studies and earned his Master in Urban Planning degree from Columbia University.



Robert Durando

Robert Durando's Port Authority career began nearly 40 years ago as a Toll Collector at the Staten Island Bridges. Over the course of Mr. Durando's career, he has continuously held positions of increasing responsibility in both operational and staff functions. He has held the positions of Operations Manager at the Holland Tunnel, Operations Manager at the George Washington Bridge, and General Manager of the Holland Tunnel. Mr. Durando was promoted to General Manager of the George Washington Bridge and Bus Station in August 2002. In this position, Mr. Durando is responsible for every aspect of the facility's day-to-day operation including: the effects of capital programs; emergency incident response performance; coordination of police activities; maintenance functions; toll collection; and community relations.
